How to import medical cannabis as a patient: step by step (RDC 660)

The most common route to medical cannabis in Brazil is import directly by the patient, provided for in Anvisa's RDC 660/2022. This guide explains, in plain language, who can import, which documents are needed and the step by step — always remembering that everything starts with a medical assessment and prescription.

What RDC 660/2022 is

It is the rule that lets a patient import, for personal use, Cannabis-derived products with a medical prescription and registration with Anvisa. It simplified the previous process and is today the main gateway, complemented by the new 2026 regulatory framework.

Who can import

Any patient with a medical prescription stating the cannabis product, concentration and dosage. The indication is an individualized clinical decision by the doctor — there is no self-diagnosis or self-medication.

Step by step

  • 1. Assessment and prescription — see a qualified doctor; the prescription must state the product, cannabinoid concentration and dosage.
  • 2. Registration with Anvisa — the patient (or guardian) registers in Anvisa's system, attaching the prescription and the required documents.
  • 3. Authorization — the import authorization is issued, with validity defined by the rule.
  • 4. Purchase and import — the purchase is made from a supplier abroad, with the documentation accompanying the shipment at customs clearance.
  • 5. Use and follow-up — treatment continues with medical follow-up; dose adjustments follow the "start low, go slow" rule.
  • 6. Renewal — the authorization and prescription have validity; renew them before expiry so treatment is not interrupted.

Documents usually required

A valid medical prescription, an ID document and the completed Anvisa registration. Documentation errors are the main cause of delay — organization is everything.
